TOWN OF WILLINGTON
ZONING BOARD OF APPEALS
MINUTES
August 8, 2002
Public hearing application 2002-10 opened at 7.35 p.m. Property at 156 River Road.
Present: C. Csiki; C. Deskus seated for R. Maloney; N. Wilson seated foe D. Brown; and T. Smith seated for R. Claus, Sr., A. Jordan, clerk

Yong-Sheng Chao, applicant; John Patton and Diane Becker, abutters.
Site Walk Held: August 7, 2002.  Present: C. Csiki, N. Wilson, T. Smith, T. Buccino, and Y. Chao.
Dr. Chao presented to the board that his business is to research and develop optical technology relating to computers and to manufacture samples in small production lots.  There would be lasers, an x-ray machine to inspect optical parts and a grinder using diamond carbide dust to polish the parts used in the manufacture of samples.
Employees would vary from 2 (Dr. and Mrs. Chao) to possibly 10 within the next 3 years.  It had been discussed by Dr. Chao and Thomas Buccino, the owner, about possibly expanding into units #5 and #6 to accommodate the added employees.
It was noted by the board that the letters from the IWWC, PCZ (concerning sedimentation and erosion control), and Eastern Highlands Health District (approval of the septic system and capacity), had not been received.  There was also concern about any chemicals used, their disposal and the venting of the grinder.
No one spoke in favor of the application.
In opposition:  Diane Becker, 186 Tolland Tpke. Ms. Becker was greatly concerned about the total number of people using the septic system, its actual size and having a comprehensive parking plan of the entire building and asking Mr. Buccino to supply the plan.  
T. Smith asked Ms. Becker if she was in direct opposition to the applicant or the site itself.  Ms. Becker stated she was more concerned about the parking and site than this particular applicant.
Chr. Csiki recommended letters from the commission requesting Mr. Buccino to conduct another survey (updated to include 10 new employees) to clarify parking and to have EHHD investigate the size of the septic system and the impact of having an additional 10 employees added to the number already occupying the building.
Chr. Csiki requested Dr. Chao to supply the Board with a comprehensive list of all chemicals used and how they were going to be disposed of at the site.
Ms. Jordan to research last two applications for this property and determine who is parking across the street and how many spaces have been allotted to these businesses.
Hearing continued until September 12, 2002 at 7:30 p.m.
Public hearing application 2002-09 opened at 8:30 p.m. Property at 377 River Road.
Same Board members as above were present.  
Merritt Knight, applicant; Rita Cheney, abutter.
Site Walk held on August 7, 2002.  Present: C. Csiki, N. Wilson, T. Smith, and M. Knight.
Mr. Knight presented to the board that the garage would be 28’ x 32’ and would house 3 vehicles and 2 motorcycles and that the upstairs would be used as a rec room. He has not submitted a plan of the garage at this time because of decisions about the roofline complementing the existing house.  At the present time the concern is a side- line variance of 26’.  
The board read a memo from Gary Jones, Assistant Zoning Officer concerning the total square footage of the garage.  Mr. Knight stated he would work with the Zoning Officer and Building Inspector to work out the details of the upstairs so as not to exceed the 1392 s.f.  He would also speak with Mr. Jones about the square footage of his house in relations to the percentage of space used for the accessory building.  
No one spoke in opposition. No written correspondence, either for or against, has been received by the Board.

Chairman Csiki made motion to approve minutes of 7/11/2002.  Seconded by C. Deskus.  All in favor.
CORRESPONDENCE

        CAZEO – Zoning Enforcement Officials Certificate Program 2002-2003 – Chr. Csiki stated that Ms. Jordan will be attending the classes and that ZBA & PCZ would be splitting the cost.

OLD BUSINESS:

Application 2002-07 for a special exception under Section 13 of the Zoning Regulations received a favorable report by the Eastern Highlands Health District.
